The purpose of this article is to explain how a user with User Admin rights can deactivate or lock a User's account within the admin panel.
Your ability to change a user’s access to contracts can be impacted by the admin rights you have been granted, please review this before proceeding by navigating to your profile in the Admin Panel – Access & Security.
- If you are a user administrator (Party 2 Only) you will only be able to do the following where the user is Party 2 on a Contract:
- Add a user to a new contract – you can only add them as Party 2
- Change a user’s active status, role, thresholds and email settings on a contract
If you are unable to complete this admin task due to not having access, please speak to your organisation admins or contact thinkproject support.

Firstly, navigate to the Users tab and select the pencil icon next to the User in question:
This will direct you to the User's profile. Within the Basic Details section, you are presented with a button to deactivate the User's account and a button to lock the User's account:
The statuses on the left indicate the current state of the User's account.
Deactivating the User's account will make their account inactive and they will no longer be able to access CEMAR. The User will show as inactive on all contracts they previously had access to.
Locking the User's account prevents them being able to log into CEMAR until their account is unlocked again. This does not affect the User's active status on their assigned contracts.
If the User is a key person on one, or more, of their assigned contracts then it will not be possible to deactivate their account until they are replaced on these contracts.
The User Contract & Threshold Information report details for which contract(s) the User is a key person.
To access this you will need to have Organisation Admin rights, head to the My Organisation section in the admin panel followed by Downloads. From here, you can download the User Contract & Threshold Information report. Select Download (you can choose to include practice contracts to ensure that all key person statuses are obtained).
This will export to Excel where the FullName column can be filtered to show the user in question. In columns H and I you are able to see and filter which contracts a user is an approver and/or a named manager on (the contract name is in column B).
Once done, navigate to the contracts in question and replace the User with another user (either as an approver or a named manager). Once done, the deactivate button will become available in the User's profile.
It is also possible to deactivate a User on specific Contract they are attached to. To do this, select the Contracts tab within the User's profile and then select the pencil icon to edit:
Use the drop-down menu in the Active column to remove access for a contract. Once you have made your selection(s), select Verify:
Once done, the list will condense to display only the contracts that you are making changes to. If you are happy with these changes, select Submit:
This will remove the User's access to the selected contracts, but will retain the access to their account and any other contracts in which they are active.
Within the Users tab of the admin panel, you are able to bulk deactivate Users. This tool would be useful for when a Superuser wants to deactivate multiple Users at once, for example, all Users who have not logged into CEMAR since a certain date.
In the example below, we have selected all Users with no activity since 1st January 2022:
Once you select Update, the list of Users in the Users tab will then condense to display only the Users who have not logged in since that date. From here, you are able to select the Deactivate Users button in the top-right corner to deactivate all Users displayed within the list:
Selecting this will present you with a pop-up window confirming the User(s) you are about to deactivate. If any of the Users in the list are key persons, the window will also notify you of this and will advise that they cannot be deactivated at this time:
If you are happy with this, select Agree and Proceed.
If you need to reinstate a previously deactivated User, you can do so by selecting the Activate button within their profile:
This gives you two options; Reset or Restore.
Pressing either option will allow the User to log back into CEMAR.
Pressing Reset will not reactivate the User on any of their previously assigned contracts, allowing you to instead manually choose which contracts to provide them access to and reassign any permissions.
Pressing Restore will automatically reinstate the user's previously assigned access, including contract access and their roles and permissions.
