Proposed Instructions (PI)

The purpose of this article is to explain how the NEC4 Proposed Instruction module works in CEMAR.

The below article is based upon the ECC contract type and the terminology reflects this. Certain actions may be unavailable if you do not have the appropriate permissions. Please speak with your Superuser if this is the case.

PI Register

To open the register, start by navigating to the left-hand expandable menu and select Registers, followed by Proposed Instructions.

This will then display all events in a list view, colour coded by their status:

- Blue events with a strike-through line have been elevated to a compensation event
- Black events are PIs which haven't yet been replied to / PIs which have not been accepted


How to Raise and Progress a New PI (Client)

For the Client to raise a new PI, navigate to the left-hand expandable menu and select Create New followed by Proposed Instruction.

This will open the below draft edit form, and the highlighted fields will be required to be filled in before the event can be communicated:


Selecting Send / Progress will communicate the PI and will then generate a reminder for the Contractor to submit a quotation:


How to Submit a Quotation against a PI (Contractor)

Firstly, select the PI from the reminders page or the PI register.

The Contractor may submit a quotation against the PI by navigating to the Quotations tab and selecting Add new quotation:


Selecting this will open a new window for a draft quotation.

By selecting Send / Progress this will submit the quote and it will appear within the quotations tab of the PI:


A reminder will also be generated for the Client to reply to the quote:


Replying to a Quote/Elevating a PI to a PMI/CE (Client)

Select the PI from the reminders page or the PI register and navigate to the Quotations tab. From here, select the quotation and navigate to the Reply tab:


At this stage, the Client has three options:

i) Instruct a revised quotation - selecting this option will prompt the Contractor to submit a new quotation

ii) Quotation is not accepted - the event will remain in the register, however, the Latest Quotation Status column will display as 'Not Accepted', and the Status column shall remain as 'Communicated':


iii) Issue the instruction, notify compensation event and accept this quotation*

*To issue the instruction and accept this quotation, first go to the proposed instruction, click the "Draft PMI/CE" button and progress.
