NEC4 - Contractor's Proposal (CP)

The purpose of this article is to explore the Contractor's Proposal (CP) module within NEC4, detailing how to navigate the register and create & reply to events.

The below article is based upon the ECC contract type and the terminology reflects this. Certain actions may be unavailable if you do not have the appropriate permissions. Please speak with your Superuser if this is the case.

Contractor's Proposal Register

The Contractor's proposal register is an area within a NEC4 contract where all Contractor proposal events are held. It follows the same principal as all other registers in CEMAR - with draft events located at the top, void events at the bottom and all communicated events in numerical order in between.

To navigate to the Contractor's proposal register, first select Registers via the expandable menu on the left side of the home screen, followed by Contractor's Proposals - This will load all CPs for this contract:

By clicking on an event, it will open to display more details, such as the title, description and proposal type.

You will also be able to access any associations, attachments or notes included within the event:

The status of each event is located on the right side of the register. This will outline whether the event is currently in one of the following states:

     * Draft - event is yet to be communicated
     * Draft PMI/CE - Contractor's proposal has been accepted and consequently a draft PMI/CE is created
     * Proposed - awaiting a reply from the Client
     * Considering/PI - Contractor's proposal is being considered and a draft proposal instruction is created
     * Accepted/PMI - closed
     * Not accepted - proposal not accepted
     * VOID - event has been voided and must be reinstated to use


The printer symbol located at the top of the register allows you to print/export the data shown into a variety of formats.

Selecting the cog symbol at the top of the register allows the displayed data to be filtered in numerous ways (i.e. by status, date, title, etc.):


Creating a Contractor's Proposal (Contractor Only)

To create a new proposal, navigate to the expandable menu on the left-hand side of the screen and select Create New, following this, select Contractor's Proposal:

This will create a new draft event, ready to be edited.

There are three compulsory fields to complete before the event can be progressed:

* Title
* Proposal Type - different reply options are presented to the Client, dependant on the proposal type chosen
Description of the proposal


Once communicated, a reminder will be generated for the Client to reply to the event.

Replying to a Contractor's Proposal

Once a Contractor’s Proposal has been issued, this then creates a reminder within the Client’s reminders page. The reminders page will display the period of reply relevant to the proposal type selected by the Contractor.

When clicking on the reminder, this will open to the original proposal tab for the Client to review. The Client will then be able to reply from the Reply tab by selecting one of the following options:

Proposal type selected: Scope change

Pending reply - default – when a reply is yet to be given

To accept this proposal create a draft PMI/CE and communicate – this will unlock the relevant button and allow the creation of a compensation event

To inform Contractor that the Client is considering proposal, create a draft PI and communicate – this will unlock the relevant button and allow the creation of a proposed instruction

Inform Contractor the proposal is not accepted – proposal not accepted and the event is closed


Proposal type selected: Adding to Working Areas

Pending reply – default – when a reply is yet to be given

Accept proposal – accepts the proposal and closes the event

Withhold acceptance – One of the following mandatory reasons is also required. Once communicated this will close the event:

- Not necessary for providing works
- Used for work not in the contract
- Other reason (give details)


Selecting either the acceptance or the consideration of the proposal will unlock the appropriate button located at the bottom on the form, thus allowing the progression of the reply.

The Send/Progress will remain ‘locked’ unless the option inform Contractor the proposal is not accepted is selected. If selected the text box Reply Details must be completed to progress the event.

Once the acceptance or the consideration of the proposal has been selected and the relevant button has been pressed, this will create a draft event and remove the Contractor’s proposal reminder from within the Client’s reminders page.


This will close out the Contractor’s proposal and lock it. Therefore amendments to the reply cannot be made. The Contractor’s proposal will automatically be associated to the new draft event.
